Four accused in Jumkar Basar murder case arrested
ITANAGAR, Aug 29: In a major breakthrough Papum Pare district police have arrested four people for their alleged involvement in Jumkar Basar murder case. The body of late Basar was found with multiple injuries near Gumto village under Doimukh circle on August 14.
The four arrested accused were identified as Nayan Megu, 26, of village Mebo, East Siang district, Hem Chandra Das, 26, of Harmuti Rajgarh, North Lakhimpur district (Assam), Vijay Pegu @ Kari Pegu, 20, of Singamara village, North Lakhimpur district and Damkir Giboh, 20, of Upper Barajan village under Likabali police station.
According to the statement issued by SP Papum Pare, an FIR has been lodged at Doimukh Police Station by Galo Students Union president in this regard on August 14 and a Case No. 29/2012 has been registered under section 302 IPC and investigation launched. The police managed to crack the case by studying mobile details of late Jumkar Basar which was missing since the incident.
Interestingly accused Nayan Megu had changed his name and address as Giogi Tame of Sangram under Kurung Kumey district in 2008 and is living in disguise since then.
The arrested accused revealed that Nayan Megu alias Giogi Tame, Jumkar Basar and Hem Chandra Das were field workers of private financial company, namely, Ambitious Diversified Project Management Ltd. In case of death of a field worker, the nominee will get Rs 1.5 lakh from the Head office of the Company as per the policy of the company. Nayan and Damkir Giboh were going through a financial crisis. Therefore, they plotted a plan to kill Jumkar Basar so that they get Rs 1.5 lakh from the company in the name of a fake nominee to overcome their financial crises. Accordingly, Damkir Giboh was allegedly given the task of taking Jumkar Basar to an isolated place and two futile attempts were made to take Basar to an isolated place on August 3 and 8. Later on August 12, they have succeeded in their plan and convinced late Basar to come along with them to North Lakhimpur on the pretext of some work. To execute their plan, both Megu and Giboh allegedly hired 3 persons namely Vijay Pegu @ Kari Pegu, Rajiv Paying and Raj Pegu of North Lakhimpur, Assam, the SP informed in his statement. While returning from North Lakhimpur on August 13 night, they passed through newly under construction Railway Track from Harmuti to Gumto on foot during the night hours. After crossing Bihari Basti near Gumto, they attacked late Jumkar Basar with boulders by inflicting injuries on the head and face of the deceased and Basar instantly died on the spot.
The accused were arrested after joint operation launched by SP Papum Pare Nabam Gungte, P. K. Bhuyan, SP North Lakhimpur, S I Bumchu Krong investigating officer, Inspector R. Khomrang, Circle Inspector Doimukh PS , Inspector L. Bagra, Officer in charge Doimukh PS, OC PS North Lakhimpur, CMCU Unit, PHQ and Doimukh PS staffs.
CM calls for scientific approach to mitigate water crisis
ITANAGAR, Aug 29: Chief Minister Nabam Tuki called upon the officers of the Water Resources Department (WRD) to put to optimum use their technical expertise in mitigating problems of flood and water, which are very specific to Arunachal Pradesh. He was interacting with the officers after inaugurating the newly constructed office of the Superintending Engineer (SE), Itanagar circle at Chimpu near here today.
Tuki observed that the situation of flood and water crisis is very unique in the state that calls for a very different but scientific approach to bring succor to the people.
“I am a layman when it comes to scientific and engineering solutions to the issues.
Therefore, the onus is on you to come up with technical solutions,” he said to the

Namsai boy rescued from Gujarat, brought to state capital
ITANAGAR, Aug 29: Believing an unknown and stranger almost cost him his life.
Bhane Rajkormakar Lohar, a 16-
The boy was kept in a Juvenile Home in Ahmedabad for nearly six month before he was brought to Naharlagun by a team of Gujarat Police yesterday morning. The boy is presently under the custody of Oju Welfare Association (OWA), informed OWA chairperson Binny Yanga.
The woman trafficker, namely Pooja from Jharkhand brought Lohar to Gujarat with a promise to find a job for him. Falling prey to the lure of the women Lohar agreed to go with her. Pooja, accompanied by two other women of her age, took Lohar to Gujarat along with two other boys and a girl, an OWA release quoted Lohar as saying. The woman took them to industrialist state, Gujarat where Lohar was left to a wealthy family as house maid. Lohar was promised to pay a monthly wage of Rs 3000 by his master. As the months passed by and there was no any hope for getting wage, Lohar asked his master for his salary. To his utter surprise, his master revealed him that he had already paid eleven months’ salary in advance to the woman (Pooja).
“I was so upset to know about the act of that simple looking woman”, Lohar said and added that he was so distressed and did not know what to do. Lohar ran away from the house with empty pocket and he kept loitering here and there in confusion for few more days. Fortunately, a kind hearted policeman approached him and asked him whether he needed any help. After listening to Lohar’s story, the policeman took him to the Anandnagar Police Station on March 25, 2012 and he was sent to Juvenile home in Ahmedabad after a brief enquiry. He stayed there for around six month before he was brought to Naharlagun.
Though Lohar is lucky that he could come back to his home state but he still shows his concern about those who accompanied him during his journey to Gujarat and he does not have any idea of their whereabouts!

Seppa, Aug 29: Landslide triggered by incessant rain in the second week of August snapped road communication in various places in East Kameng district.
The PWD road from Pachi to Pipu, Seppa to Chayangtajo and Pakke to Khenewa remained cut off preventing normal supply essential items to those places..
Taking note of the problem of the people, East Kameng deputy commissioner Tope Bam had issued directives to the department concerned to clear the blockades within 10 days and submit action taken report accordingly.
The Seppa to Chayangtajo NEC road executed by Gammon India Ltd. witnessed slips and landslides at various stretches. The quantum of earth/rock slips to be moved and cleared in this road were at 84118.93 cubic metres and lost of restoration ran up to Rs 60 lakhs approximately. The said road has been restored for movement of light vehicles up to Chayangtajo and the executing agency Gammon India Ltd. has been directed to make the road through for heavy vehicles on priority.
Heavy erosion and landslides were also witnessed at various stretches more especially in and around 8 Kms ahead of Pakke point. However the Asstt. Engineer B.K.Sharma informed that the said road was restored for light vehicles. The Pachi to Pipu road also equally damaged at several stretches. The state government officers and deputy resident commissioners were taking part in an interactive session at a meeting here called by Lok Sabha member Takam Sanjoy after he apprised them of the outcome of the goodwill mission he led to Bangalore, Mysore, Hyderabad, Chennai, Pune and Mumbai to defuse the situation. The team including Delhi Arunachal Bhawan DRC KN Damo and Congress leader Likha Maj was the emissary of Chief Minister Nabam Tuki.
Expressing serious concern over the present situation in Assam and the repeated bandh calls which was having a direct bearing on the people of NE in other parts of the country, Sanjoy called for a serious introspection to pit the house in order, keeping in mind that Assam is considered the face of NE.
He pointed out that the massive exodus of NE people was shocking that jolted the mainland and caught the state governments off guard as it was unexpected and the reason still not known and reminded the 1947 exodus.
He called for setting up a nodal cell for monitoring the situation while preparing a data base of the number of students and working people of the NE region living in various parts of the country.
None of the students and working people who had returned had given any specific cases of threat while few had come as their friends were returning home and few had run short of money, the disclosed. Guwahati Arunachal Bhawan DRC DJ Bora even informed that they had set up a helpline in the railway station.
Most of the state governments had set up helpline and their top ranking leaders had rushed to the affected states, Assam principal secretary (Disaster management) Atul Chaturvedi informed that the Assam government had already deputed commissioner, secretary and DGP level officers to coordinate with the respective state governments for the safety of the students, their early return and ensure protection of the jobs of the NE people on their return.
He further informed that Chief Minister Tarun Gogoi had appealed through print and electronic media the students and working people to contact the officers through helpline and return soon. He also advocated coordination among the NE state governments to prepare date base for all purposes.
Maharashtra Chief Minister Prithviraj Singh Chavan’s close aide Ashis Dua also sought a complete data for the government to walk extra mile for the people of NE working or studying in that state.
It was unanimously decided to inform the students as per the advice of the MP that they should report to their educational institutions before September 10 so that they could avail the special dispensation on attendance consented to by the respective state governments.

ITANAGAR, Aug 29: The recent exodus of North East people including students from other parts the country particularly from Karnataka, Maharashtra and Tamil Nadu in the wake of communal violence in some districts of Lower Assam might be due to rumours of impending attack, but this is not the first time that students from Northeastern region are facing threat and humiliation in Southern states of the country.
Though the common citizens fail to understand the actual reason of NE exodus, one can assumes that fear psychosis that prevails in the mind of NE students due to frequent attack and humiliation in other parts of the country in recent past might compel them to flee as precautionary measures.
It is worth mentioning here that India had alleged that the main sources of rumours were from cross the border. But this allegation was rejected by Pakistan and termed it as unfounded. It urged the Indian government to provide evidence that elements in Pakistan had used social media networking sites to whip up communal sentiments. The report further said the Indian charge had "irked" Pakistani officials, who claimed New Delhi was again using the media to conduct diplomacy instead of acting in a more responsible manner and sharing information. Such unsubstantiated statements are not very helpful in creating a conducive environment necessary for improving the relationship between our two countries, the report added.
However, in the midst of blame game on rumours which led to mass exodus of NE people from southern states of the country, the tense situation is reported to be limping back to normal in South Indian cities following intervention of respective government and various organizations.

Repeated occurrence of violent activities may engulf the country and the people with ill motives may once again spread rumour and try to infuse disharmony among the citizen of the country.

Meanwhile, the government of Arunachal Pradesh urged the students to return back to their respective institutions in South Indian cities following security assurance given by respective state government.
We welcome the steps taken by the Arunachal government to arrange students return journey. Now the state government needs to properly regulate and monitor the return journey of the students so that they reach their destination safely. A permanent grievances redressal board/committee need to be constituted to look into the grievances of students of Arunachal who are studying outside the state. Moreover, Arunachal Pradesh needs to intensify ILP checking drive in all the 17 districts of the state. Whatever it may be, kudos to the various political organizations and their frontal wings for their cooperation and support to ensure security and safety of the North East people in time of needs. If such mutual understanding and feeling of oneness amongst the people of the country prevail, there would be no more feeling of insecurity by the people of north eastern states in other part of the country in days to come.
AAPPTF counters BRO’s claim, declares bandh

Criticizing the claim of the BRO, the Federation said the work execution between Balipara to Tawang road is not progressing and earth cutting is also not in systematic way. It alleged that altogether 49 died and 59 injured on accidents and many vehicles have also been damaged in between Bhalukpong to Tawang since 2009 due to unsystematic road construction being executed by BRO.
The federation further disagreeing with their claim alleged that the said stretch of road is still lying under the state of shock and causing lots of troubles to commuters.
They further said that the BRO official has assured completion of some stretch of roads within 15 days but their assurance remained a lips service.
Taking all these grievances, the AAPPTF has already declared 12 hours West Kameng and Tawang bandh on September 2 and demanded the BRO to fulfill their assurance immediately.

Sports calendar on the cards
ITANAGAR, Aug 29: A meeting of the Department of Sports and Youth Affairs was held in the conference hall of the Sports Authority of Arunachal (SAA) under the chairmanship of Sports and Youth Affairs Secretary Indira Mallo to prepare a sports calendar to systemize sport activities, including PYKKA, in the state, according to an official release.
The meeting attended by the office bearers/representatives of all the state level registered sports associations, district sports officers unanimously resolved to stick to the guidelines as may be issued by the Directorate of Sports and Youth Affairs from time to time. The meeting also felt the necessary of appointing more coaches in the department and providing scientific coaching/ training to the players by SAA. All sports competitions under PYKKA at block, district and state level would be completed by November as per schedule issued by the central government, the release informed..

While the Water Action Hub provides a platform for local project implementation, the companion beta version of the Guide lays out how effective collective action in sustainable water management is both the key to approaching shared risk successfully and addressing a substantial point of vulnerability for many companies.
It is said that the CEO Water Mandate is producing this Guide because collective action done right leads to a strong sense of shared interests, shared responsibility, and shared benefits. The collective action process emphasizes joint, proactive engagement that leads to better and stronger outcomes than available through unilateral action.

Through the columns of your esteemed daily, I would like to share my experience of shopping gained recently at Ganga market near Sumo counter in state Capital. When I enquired about price of a Water pump (1.5HP), a shopkeeper informed me that it will cost Rs 12,500. When I asked for the same at Naharlagun, I came to know that it costs only Rs 8500.
Here a funny but serious question arises – Does the carrying charge of a water pump from Naharlagun to Itanagar cost Rs 4000? Infact, they are making our straightforward and innocent people fool and thus making huge profit.
My second experience is more interesting, I purchased a steel water bottle at Akash Deep complex which costs Rs 700 but after bargaining I paid 600. Next day I revisited the shop to replace the steel bottle as I found leakage. To my utter surprise, I found MRP at cover of the bottle which was only Rs 470.
These are some examples how these businessmen from outside of state easily befool us. I request the authority concerned to check such unscrupulous businessmen and seize their trading license. If possible set up an office in the market area so that complaints could be lodged against unscrupulous traders at the spot. Wake up Arunachal.

Not an acceptable suggestion
Dear Editor,
Although I appreciate KVK and NRC (Mithun) for organizing animal health camps and vaccination programme for the welfare of Mithun farmers but the suggestion offered by Programme Coordinator, KVK, Papum Pare for imparting training to Mithun owners on pushing injection and castration cannot be accepted. I think this is against the Veterinary council rules. Mithun owners can be trained on basic first aids only and not to the extent of pushing injections and castrations which may invite legal and clinical complication in future.
